Kasai Regional Development Coordinator for a forthcoming opportunity in DRC

Montrose is an international development project management and consultancy company providing support to clients operating in the developing world. Specialised in the sectors of health, education, climate and environment and private sector development, our clients include bilateral and multilateral development agencies, the private sector, non-governmental organisations (NGOs) and other development stakeholders.

FCDO are currently looking to implement an independent Third-Party Monitoring (TPM) and research service for the British Embassy Kinshasa’s (BEK) two new complementary human development programmes: Services Essentiels de Santé Maternelle et Infantile en RDC (SEMI) relating to health; and AXE-FILLES Accès et Égalité pour l'Éducation des Filles relating to education. Both programmes work in the Kasai province of the DRC. The objective of the Third-Party Monitoring of SEMI and AXE-FILLEs is to provide high quality reviews of the programmes, conduct research (baseline studies) and support FCDO and other key stakeholders to understand key learnings and make evidence-based decisions.

Montrose are looking for a team of consultants to work on this programme in DRC. We are especially looking for a Kasai Regional Coordinator based in Tshikapa City.

The KDRC will report directly to the BEK, organising technical assistance from Tshikapa, responsible for improving the coordination across BEK programmes, development partners and provincial government, working alongside the implementing partners’ regional coordinators​.

Experience, Skills, and Qualifications

  • Monitoring & Evaluation expertise in programmes of considerable size and complexity
  • Experience in women & girls programming (particularly health and education)
  • FCDO experience preferred
  • Demonstrated fluency in written French and English is required
  • Experience in building strategic relationships at the ministerial level, ideally with Ministry of Health, Divisions Provinciales de Santé (DPS) and Province éducationnelle (PROVED)
  • Experience in facilitating cross-sectoral dialogue at the local and governmental levels

Expected tasks:

  1. Multi-sector join up, operating at the provincial level​
  2. Strategic engagement with authorities of both programmes​
  3. FCDO liaison​
  4. Problem solving programmatic delivery issues that cuts across health and education
