Background
Montrose has been contracted as the external evaluator to implement the Monitoring, Evidence, Learning and Review (MELR) component of the DFID Saving Lives in Sierra Leone Programme (SLISL). The overall objective of MELR is to provide DFID, implementing partners and the Ministry of Health and Sanitation (MoHS) with comprehensive, accurate and informative reports on progress and delivery of the Saving Lives in Sierra Leone Programme.
In implementing the MELR programme, Montrose will also support delivery of the SLISL programme with technical advice and research on areas such as results verification, data quality, value for money, disability, gender and inclusion, and political economy. Additionally, under the MELR, support will also be provided to the MoHS Directorate of Planning, Policy and Information (DPPI) to strengthen their capacity to monitor and analyse reports from a range of health sector projects such as the SLISL. Montrose will monitor and provide accountability for the delivery of Implementing Partners’ programme areas of engagement. These reports will create an evidence-base for decision-making to inform the direction of the programme and will enable Montrose and partners to document lessons learnt. Montrose will also consolidate the implementing partners’ quarterly monitoring reports into one report for submission to DFID and lead the facilitation of the Quarterly Partners’ Meetings and Steering Committee Meetings.

Monitoring and Evaluation (M&E) Specialists with experience in the development and implementation of Monitoring and Evaluation (M&E) framework
External evaluation specialists with emphasis on evaluation of DFID programmes, DFID Annual Reviews, Break Reviews
Logframe Specialists including development, monitoring and analysis of results against indicators
Statisticians with specialism in complex statistical analysis of health-related data
Researcher with advanced research skills in health-related fields particularly, Maternal, Neonatal and Child Health (MNCH), Sexual and Reproductive Health (SRH), gender and social inclusion in health services, adolescents’ access to health, supply chain management and similar fields
Political Economy Analysis (PEA) specialising in health-related PEA
Development and documentation of learning materials for external dissemination
Researcher with experience on integration of health in schools
Graphic design specialist with experience of health developing health information materials
Essential:
- Must understand the Sierra Leonean context and/or have worked there
- Must understand the health sector, be a health specialist or have experience working on health-related programmes
- Must hold a masters level degree or equivalent
- Must have at least 5 years working experience
- Must have excellent written English
Desirable:
- Currently based in Sierra Leone
- Ability to speak local languages
