Montrose is an international development project management and consultancy company providing support to clients operating in the developing world. Specialised in the sectors of health, education, rural livelihoods, and private sector development, our clients include bilateral and multilateral development agencies, the private sector, Non-Governmental Organisations (NGOs) and other development stakeholders.

Montrose is a UK company with an Africa Regional Office in Kampala, Uganda, an Asia-Pacific Regional Office in Yangon, Myanmar, a country office in South Sudan and a corporate/support office in Jersey, Channel Islands. Montrose currently implements projects across Africa and Asia and is looking to grow this portfolio and diversify our client base in the coming years.

The purpose of this role is to provide strong, high quality technical leadership to the development and delivery of health projects, and lead the expansion of Montrose’s health practice. As a Health Specialist, you will provide company wide technical leadership in Health across a range of international development Technical Assistance, Implementation and Monitoring, Evaluation & Learning (MEL) consultancy projects. This will include leadership and input to the delivery of projects, the development of proposals, client engagement and company representation including the development of technical methodology, work-planning, report writing and the quality assurance of input from colleagues and external consultants. Whilst being home based this role would require international travel as required by projects and to visit clients.

As a Health Specialist you should have technical experience of a wide range of issues including some of the following:

  • Maternal, neonatal and child health
  • Quality of care, family planning, nutrition, and community health care
  • Control of communicable diseases including malaria, HIV and TB
  • Medicine supply management
  • Design and implementation of disease surveillance systems
  • Institutional strengthening of health systems at the national and subnational levels
  • Health policy, strategy, and planning including in decentralised settings
  • Health infrastructure including redesign and renovation of existing health facilities
  • Prevention of water-borne diseases through access to safe water and sanitation
  • Quality assurance and monitoring of health service delivery including in post-conflict settings
  • Pre-service and in-service health worker training including in clinical management, health facility management, support supervision, and community health.
  • Behavioural change communication for better health at the community level
  • Public private partnerships for improved health service delivery
  • Health financing including results-based financing in the private-not-for-profit sector
  • Gender and Social Inclusion (GESI) in Health
  • MEL for Health

You will represent Montrose, support the growth of the company’s portfolio of international development and corporate sustainability programmes, and lead in ensuring the quality and impact of newly designed interventions. You will champion the Montrose Vision, Mission and Values, have a willingness to learn, great attention to detail, communicate well with all stakeholders and be responsive and eager to grow with the company, demonstrating flexibility, creativity, and initiative.

Purpose of the position: To provide company wide technical leadership in Health across a range of international development Technical Assistance, Implementation and Monitoring, Evaluation & Learning (MEL) consultancy projects.

Reports to: Director of Programmes (line manager) & Director of Business Development (dotted line management)

Location: Home based with regular travel to the United Kingdom and Jersey as well as regular travel to Montrose Country Offices and client meetings. Ideally the candidate is based in UK, Jersey, Uganda, or Myanmar, although this is not essential.

Core responsibilities of the role

To provide strong, high quality technical leadership to the development and delivery of projects in order to grow the health portfolio in terms of revenue and impact. This includes:

A. Areas Specific to the Role

1. Technical leadership (approx. 20%)

Provide technical leadership to the company across the full range of the project lifecycle. This includes but is not limited to:

  • Leading and/ or managing the design and delivery of a range of global health projects, including taking a lead role in methodology development, data collection and analysis, client engagement, and the development of deliverables.
  • Identify areas of future growth for Montrose and explore ways of positioning and building a track record
  • Leading technical engagement and consultations with clients and key actors in the international health ecosystem (both in-person and remote) including representing Montrose at client engagements.
  • Ensuring high technical quality across project design, implementation and deliverables.
  • Leading on internal and external knowledge management activities in relation to health portfolio.

2. Project management & delivery (approx. 65%)

Provide technical leadership on programmes and projects to a range of clients. This includes but is not limited to:

  • Managing teams of Montrose staff as well as external associates for project delivery, emphasising quality assurance, as well as the coaching and supervision of junior and mid-level team members.
  • Undertake/ lead country visits and assessments in low/ middle income countries according to project needs.
  • Lead the Quality Assurance process for deliverables ensuring that reports and other products are of the highest quality standards and are accepted by clients.

3. Business Development (approx. 15%)

Grow the health practice in terms of revenue and impact. This includes but is not limited to:

  • Providing technical leadership to health business development activity including actively engagement with pre-positioning/capture planning, active sales & client pitches and proposal development.
  • Providing technical leadership to bid and proposals including attending early market engagement events, designing overall approach papers, developing win themes, writing technical content responses, developing workplans and budgets, undertaking technical QA of bids.
  • Contribute to customer and account management planning and activity to develop and articulate technically coherent value propositions for clients.
  • Maintain an active network of contacts and partners in the health international development sectors including to gather and interpret client pipeline information.

4. Other duties

  • Provide senior level technical representation of Montrose externally at relevant forums/events
  • Support knowledge management through the development of communications & marketing material
  • Develop the technical capacity and capability of the company
  • Act as a culture carrier for Montrose to achieve technical quality, commercial and leadership standards

If you want to join us in this role, you will be bringing:

  • Minimum of 8 years of relevant and demonstrated professional experience in the Health field
  • Post Graduate Degree or equivalent experience in relevant field
  • Significant work experience in international development (DFID, broader development agencies, foundations, and consultancies)
  • Commercially astute with demonstrable aptitude in client service and management
  • Demonstrated experience supporting leading, designing, and/or evaluating projects that contribute to the Health portfolio
  • Excellent writing skills and demonstrated experience writing strong and successful technical proposals for DFID or other international donor clients. Has the ability to work effectively across technical areas, to write technical approaches that integrate or leverage resources in different parts of the company.
  • Possesses technical knowledge and skills as evidenced by project results, publications, reports, proposals, and/or public presentations
  • Solid understanding of proposal development, project management systems, processes and best practice in the respective technical area
  • Demonstrated commitment to integrating gender equality and social inclusion in development interventions
  • Strong and established client and partner relationships
  • Proven negotiation skills
  • Willingness to travel to Africa, Asia Pacific and within Europe
