Background
Montrose has been contracted to support the Monitoring, Evidence Learning and Review (MELR) of the DFID Saving lives in Sierra Leone (SLiSL) programme. SLiSL seeks to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, new born and child health services. The programme’s purpose is to achieve a sustainable step-change in health outcomes for under-fives, adolescents, pregnant women and mothers. The five-year programme is divided into two phases: Phase 1 is from October 2016 to September 2018, and Phase 2, from October 2018 to March 2021.
As part of this package of work, the MELR Studies and Operational Research programme aims to contribute to this evidence to inform not only the SLiSL programme planning and implementation but also policy and planning in the wider health sector.
In 2018, the MELR Programme of Studies and Operational Research set research priority focal areas through a process of desk review and a series of consultations, with two priority focal areas for Phase 1: understanding access to Free Health Care Initiative (FHCI) for persons living with disabilities (PWD) and understanding access to adolescent-friendly (RMNCAH) services for adolescents.
To support implementation of the research, the team will undertake analyses and linking of secondary quantitative datasets, such the Sierra Leone Demographic and Health Survey (DHS) and Multi-Indicator Cluster Survey (MICS), amongst others.
Objective of the Assignment
The consultant will aim to complete the following:
- Descriptive analysis of specific indicators in the 2013 DHS, 2018 MICS, 2018 Sierra Leone Integrated Household Survey (SLIHS), 2015 Census, and other secondary quantitative data set.
- Reconstruction of wealth indices for quantitative data sets using principal component analysis (PCA) and other methods.
- Linking of data sets using unique identifiers.
- Production of data visualizations and data tables.
- Empirical analysis of identified indicators.
- Other support to research team on quantitative data management and analysis.
- (potential) Exploration of geospatial data and translation of related variables.
Purpose of the Consultancy
The Consultant will serve as a Research Studies – Secondary Data Support on the programme. He/she will support the undertake analyses and linking of secondary quantitative datasets, such as the Sierra Leone Demographic and Health Survey (DHS) and Multi-Indicator Cluster Survey (MICS), and other tasks associated with the quantitative data management and analysis. Specific Roles and Responsibilities of the Consultant
The following tasks have been identified for this technical engagement:
- Descriptive analysis of specific indicators in the 2013 DHS, 2018 MICS, 2018 Sierra Leone Integrated Household Survey (SLIHS), 2015 Census, and other secondary quantitative data sets.
- Reconstruction of wealth indices for quantitative data sets using principal component analysis (PCA) and other methods.

Experience and skills of applicants
Required:
- 5-7 years working experience in quantitative analysis of national household survey health data (DHS, MICS etc) from LMICs.
- Proven experience in leading on survey weights adjustment and undertaking principal component analysis (PCA) to create wealth indices in survey data.
- Advanced skills in STATA.
Preferred:
- Experience in manipulation of geometric data
Timeframe
The Consultant will be expected to undertake work for 30 working days over a period of two months, expected for May to June, 2020.
