Background
Montrose has been directly supporting the Government of South Sudan to improve health care across eight states since 2012. The South Sudan Health Pooled Fund is used to ensure the delivery of health care and hospital referral services in 8 out of South Sudan’s 10 states. The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality)
The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID). HPF3 merges two previous health programmes - Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.
This job description outlines work to be covered during the third phase of HPF;
Purpose of the Position
The Disability Inclusion Consultant will lead the development of Information Education and Communication (IEC) materials as job aids and messages for community and health workers on disability inclusion in line with the HPF3 objectives. Please see the section on specific roles and responsibilities below for more information.
Specific Roles and Responsibilities
The Disability Inclusion Consultant will:
- Conduct review and identification of existing Information Education and Communication (IEC) materials and messages that can be adopted by HPF as job aids for community education and health facility work on inclusion of the Persons with Disabilities
- Engage with the HPF GESI Specialist, Communication Manager, the respective units at MOH and the Ministry of Gender to ensure adherence to standards.
- Support the disability mainstreaming process of HPF, by providing guidance on service delivery at health facilities using the Washington SS questions on disability.
- Provide necessary input and guidance on the materials to ensure final versions are ready for printing in a soft copy.
- Provide technical support on-site in Juba and on remote (to others not in Juba) to GESI focal persons on disability inclusion in the communities and at health facilities to utilize the Washington SS questions on disability
- Liaise with MEL team and the GESI specialist to review and provide guidance on data collection mechanisms for the Disability services related indicator in the HPF log frame
- Provide relevant Information Education and Communication (IEC) materials and messages as job aids for community education and health facility work on disability inclusion ready for production/printing including at least 5 posters with pictorials and words in soft copies.
- Support the finalization of data collection mechanisms for the Disability inclusion.
Essential Skills and Qualifications
- Good knowledge management experience.
- Knowledge of the development sector is essential, and knowledge of the health sector is advantageous.
- High level writing skills for development of reports, technical bulletins, policy briefs, etc.
- Master’s degree in Public Policy
- At least 10 years’ experience in disability inclusion
- Wide knowledge of significant experience of global standards on disability inclusion, experience in developing effective disability and inclusion Information, Education and Communication Materials.
- Proven experience of working with the donors that fund HPF, specifically DFID/ Sweden/ Canada/ USAID.
- Familiar with implementation of activities and its challenges in the context of South Sudan.
- Strong communication skills and cultural awareness.
- Interested candidates must be currently based in South Sudan and are able to speak Juba Arabic and at least one other South Sudanese national Language
