Background

Montrose has been directly supporting the Government of South Sudan to improve health care across eight states since 2012. The South Sudan Health Pooled Fund is used to ensure the delivery of health care and hospital referral services in 8 out of South Sudan’s 10 states. The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality)

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID). HPF3 merges two previous health programmes - Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

This job description outlines work to be covered during the third phase of HPF;

Purpose of the Positi

The Gender Equality Consultant will lead the development of Information Education and Communication (IEC) materials as job aids and messages for community and health workers on gender equality and SGBV in line with the HPF3 objectives. Please see the section on specific roles and responsibilities below for more information.

Specific Roles and Responsibilities

The Gender Equality Consultant will:

  • Develop Information Education and Communication (IEC) materials and messages that can be used as job aids for community education and health facility work on gender equality and GBV in line with the HPF GESI strategy
  • Support identification of gender gaps in HPF program at all levels and propose actions to address the gaps
  • Support the training of HPF 3 implementing partners GESI focal persons on gender-based violence aspects in line with the HPF3 objectives and strategies.
  • Engage with the HPF GESI Specialist, Communication Manager, the respective units at MOH and the GBV sub cluster to ensure adherence to standards.
  • Review HPF key program documents to identify other areas for gender mainstreaming in the HPF set up (all HPF streams/departments).
  • Spearhead meetings and discussions with HPF stream managers to identify any opportunities for further gender mainstreaming.
  • Review the training agenda and the MOH manuals and provide feedback on any areas where we may need to refer to other resources
  • Co-facilitate with the GESI specialist sessions on GBV prevention and response at community and health facility levels
  • Prepare report on sessions facilitated.

Essential Skills and Qualifications

  • High level writing skills for development of reports, technical bulletins, policy briefs, etc.
  • Good knowledge management experience.
  • Knowledge of the development sector is essential, and knowledge of the health sector is advantageous.
  • Master’s degree in Gender, Public Policy or related studies
  • At least 10 years’ experience in Gender equality, Gender mainstreaming, Gender Based Violence programming, knowledge of/experience using GBV protocols and global standards, wide experience in planning and conducting Gender Equality and GBV trainings, significant experience in developing effective gender equality and GBV Information, Education and Communication Materials.
  • Proven experience of working with the donors that fund HPF, specifically DFID/ Sweden/ Canada/ USAID.
  • Familiar with implementation of activities and its challenges in the context of South Sudan.
  • Strong communication skills and cultural awareness
  • Interested candidates must be currently based in South Sudan and are able to speak Juba Arabic and at least one other South Sudanese national Language.
